Motion blur could be an important element in an imge because it could aide the viewer in feeling as if they are physically in the image. It could help the viewer understand the nature of the subject of the image.
I would say that the first photo is the photo that best demonstrates the fine line between intentional motion blur and inadvertent technical mistakes. The subject in the photo has a button that you can pres to make it move. We purposely pressed the button and then intentionally took a photo of it. We knew that the movement of the subject would create motion blur.
If you are trying to take a photo at 1/15 of a second, and the camera is telling you that your subject is too bright, then you can lower your ISO settings or make the aperture smaller.
